I am using Radaee PDF for both windows and IOS, when I make an annotation on a PDF using iPad I am not able to spot the comment
on the exact same position on Windows 8 app.
What is the issue?
Please tell us the possible solution for the same.

Your issue is not fully clear.
May you send us your annotating code on both iOS and Windows?
Maybe a couple of pdf file generated with your Apps on both platforms.
